No Transwarp to Fleet Starbase

On one of my toons in a fleet with transwarp enabled, I do not have an option in my transwarp list to go to the fleet starbase. The other four options are there and working.

On my Klink (in fleet without transwarp yet) the button is there but greyed out. Not even that appears for the toon with problem in question.

Any suggestions? Cheers guys.

    Check you have spent all skill points on the toon in question. My tactical officer had this too. Didnt have Deep space nine transwarp or Fleet starbase transwarp. Respec and spend ALL points to fix it.... I know I know its stupid but thats what we seem to be dealing with here.
