Tholian Ground Set, should this level when you do?

  It does level with you, but it is intended to always be slightly weaker than the other items in the game, in terms of raw damage and shield hit points. Its advantages come from its special attributes, set bonuses, and damage types - for instance, Tholians don't have any resistance to Cold Damage, so that pulsewave does much more damage to them than your phaser pulsewave, because so much of the phaser's damage is resisted by the Tholians armor.

  That isn't the tholian ground set. But I'm sure they level up with you.
  
  The tholian groud set is what you get when you trade in the 3 items you have along with 150 lobi. That is what I'm trying to get now. I have the lobi and the crystal-woven suit.
