I'd feel lied to by the entire company. It'd be pretty annoying. I would be glad I don't pay for the game anymore though.
What impact, positive or negative, do you think Rom and Card "mini factions" would have on the game? On PvP?
It would have an overall negative impact as the devs would once again fall short on the implementation (they can barely put out winter events these days), and the fans who did consume this mini-faction would have a ton of feedback on the details the dev team mangles wanting it all fixed and we'd be right back in the cycle of "what in the world are the devs doing?" when the next new lockbox ship comes out and people are still ticked that they didn't get the weapon points correct on the Romulan Warbird.
Cryptic wants to make 'systems' and junk. Ground combat systems, pvp systems, foundry systems, starbase systems, doff systems.
Then they fill up the junk store with weapon packs and non-combat pets.
In all fairness, NEW systems that add gameplay mechanics are a good thing. More gameplay mechanics means more we can do.
I love the DOff system. It actually makes me feel like I am commanding a crew. I understand it isn't every player's cup of tea. But for me it is a good mechanic that adds a decent dynamic to the game.
As much as I champion the addition of more mission content, there is no getting around the fact that players will always consume content faster than developers can create it.
Now if they create systems that generate random scenarios that are based on shifting varriables (results of player activity), so that content is generated on the fly and in unpredictable ways, like exploration missions (but more refined), then there would be no lack of gameplay.
- Ground combat needed a system revamp. Players were begging for that. Not everyone is into ground content, but those who are deserve some consideration.
- The PvP system does not need to be revamped. It needs new content. However, if territory control is part of the new PvP system, and not just some clever gimick, then I'm all for it, though I think that PvPers deserve a bone tossed to them in the meantime. Not everyone is into PvP, but those who are deserve some consideration.
- The foundry is a great system and also something that players were asking for even before the game launched. It's a bit prohibitive now due to bugs and lack of updates. Not everyone is into user-generated content, but those who are deserve some consideration.
- As for Starbases, this also has been something that players have requested since before the game launched. Starbases clearly will be fleet-oriented. And anything that adds to the fleet play mechanic is a good thing. Not everyone is into fleets, but those who are deserve some consideration.
- Mini-factions, while not necessarily the ideal solution for those who have been asking since before launch for alternative gameplay from that of the Federation, because gameplay can branch in ways a TV show cannot, but it would allow them to do so. Not everyone is into non-federation gameplay, but those who are deserve some consideration.
Why do all these diverse groups deserve consideration? because one group's money is just as good as all the others'.

Pretty much this, but I already feel like they've lied. I've said it before, Some of the "clients" at my place of employ value their word more than Cryptic seems to. In some cases, your word is your life, quite literally.
Frankly, I can agree with Cosmic_One regarding the Starfleet faction though. It is the game's mainstay. I would hope to see Stahl make an announcement soon either way given he and the team are looking at the analytics from F2P.
- Building KDF as an equal faction, or
- Scrapping KDF as an equal faction, or
- Rebranding KDF as a mini-faction
After two years, its time to decide. With only 30 people on the team, we really need the game to focus on building content and new features in order to survive.
See, I'm generally in agreement with this, BUT -- the fact is, Cryptic already tried this. That initially it was said the KDF would be a full faction is not a point I dispute. Cryptic also changed that statement -BEFORE- the game was ever released -- they did specifically state that it would be a 'PvP-faction' -- a 'mini-faction' in this new definition -- before anyone put down any money to purchase the game. Regardless of these facts, a vocal group of KDF players have screamed at Cryptic since the game's release that they were -promised- a full faction equal to the Federation in all manners and respects. Which was no longer fact. Again, that this CHANGE was announced well before anyone committed any money to the purchase of the game is vastly significant, IMO, and makes the difference between something promised and not delivered, and something hoped for, but changed before any contract was made.
That said, I have no faith that any future attempts at launching a mini-faction will go over any better with this audience. I see it all leading to a conclusion more like:

I seriously doubt this game will ever get another faction to play, they've had 3 years to add one.
The only thing that's been added are pidly mini expansions, and F2p transformation.
I stopped playing years ago because they never do actually add anything just little piddly mini extras, while they soak up people money.
If they seriously wanted to add another faction or race it would be added, period. It hasn't been, so they don't, and I don't expect they ever will.
The ONLY way I would ever renew a sub to this game is if they added Romulans as a player faction.

Your empress, last time anyone in STO saw her, was kidnapped by the Iconians.
I think of all NPCs that could lead the Romulan Empire, that leaves only Tomalak.....
