You will rise through those 10 levels pretty quickly. I would suggest not to spend resources (Dilithium or energy credits, or whatever) on the equipment of the captain-level ship. Save that money for equipping your RA level ship, because you will be able to use that one in endgame.
so bascly use what spare wepionay i have in my inventory

Spare anything you have... EC, Dilithium... everything.

You can easily make due with the common drops and mission rewards to "properly" fit your "below admiral" chars...
And once you hit VA, and want to go into STF's you are gonna wish you've had.
Don't look silly... Don't call it the "Z-Store/Zen Store"...
Let me put the rumors to rest: it's definitely still the C-Store (Cryptic Store) It just takes ZEN.

I'm going to go against what has been said above, slightly.

While I agree that it isn't worth spending dilithum or EC on gearing up a lower level ship, since you will out level it quickly, it can be done in a cost effective way. I've just been levelling up 4 alts and have done so.

Basically, check out the exchange for items at your rank and only buy white (common) versions of the items you are looking for (which will be plenty good enough for PvE and lower level PvP), be they weapons, shields, consoles or whatever. So long as you make sure to buy sensibly, you can re-sell them on the exchange for basically what you bought them for. So in effect, you are borrowing the items, while you level effectively cost free.

Uncommon and above rarities of items are really not needed while levelling and in my opinion are best sold on the exchange if you get any good drops. If you get something that doesn't look llike it will sell on the exchange, by all means use it and then just vendor it when you out level it.

Here before PWE (and hopefully) here long after PWE is gone.

What this game needs is PvP, NOT PWE.

While I do not see it as actually going against the advice others gave I do see this as excellent advice. Not only do you get what you need to level but if you sell the greens, blues and purples on the exchange you will have a tidy nest egg saved up to gear up with when you get to RAUH.

I do this to some degree with my alts and it works great. Though I must say DogsBody's is much more in depth than what I was doing. :)
If you are a pickle in a pickle jar you know every pickle's different, sort of, but really they're all just pickles...
    They taste the same.

wile leveling, the only thing i would bother spending money on is a good cap2 cov shield. every thing else should be from drops or extreamly cheap exchange finds.

For equipment acquisition: Starting at Rear Admiral Upper Half, you can actually start equippping Mark XI gear. (Which doesn't fit how the system usually worked on lower tiers - normally you'd expect Mark XI only be available at Vice Admiral Level)

Now, for build advice. I don't know anymore. Mav and Hilbert constantly promise awesome science builds, I am still waiting.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

what gear? doesn't matter much. Use covariant shields.

what does matter, as a TAC in a sciship:
-full power to weapons, everything else to aux
    - Use Photonic Shockwave 3, it's boosted by tac buffs, not aux dependent, and extremely strong.
    - Use Feedbackpulse , it's also affected by tac buffs, but this is aux dependent. If you expect being focused, swap power setting to aux/shield.
    - Use Tractor beam repulsors , it's also affected by tac buffs and the damage it deals is not aux dependant. (afai remember)
