Can't purchase ship?

Looking to snag a discounted retrofit but my captain isn't VA yet. Can I really NOT purchase it?

Also how do the ship purchases work as I have not made one before; are they account or character purchases? I could purchase it on my main for my alt to use later if it is account wide.

EDIT: It says account-wide in the C-Store. :P

    Which ship are you looking at? as for being account wide the majority of ships are account unlocks. Read the descriptions carefully it will say if its an account wide or not.

    It's fine I can unlock it on my main as they are account wide.
