Priority #1 is to make sure that the starbase is usable as a launching point for missions in Romulan space.

Fair enough - the new office looks good (and a great reuse of resources, I might add ). Honestly, a physical makeover is less important to me than just adding the amenities that you'd expect to find at a major starbase.
I could see the devs adding a Task Force Omega type fleet sitting outside of SB39 for the Klingons.
Well according to their original description, carriers are supposed to be something like a mobile outpost, so why not simply put a carrier in that sector and make it like a dockable station for the Klingons?
It could basically use the same internal arrangement as a conventional player starship interior and there would be enough space on a typical carrier bridge to put in a few NCPs (like some kind of "sector commander" overseeing whatever Klingons do there) that give you various tasks...
And places like a mess-hall could be cloned at another location in the interior and slightly modified to house a weapons vendor etc...it doesn't need to be big starbase to be convincing.:)

The more I think about this idea the more I like it. Would need more than a Carrier considering how deep into enemy space this is, however, a Carrier Group with a few other vessels in the area would be nifty for appearances. Then have the Carrier the only vessel that can be boarded/ interacted with--for the purposes of resupply, repairs, and so on.

Of course considering that the missions arc is already complete (or nearly so?) I imagine that adding this in at the last minute would be unlikely. It would be a nice touch though.
Well including it into the mission texts or anything that extensive is certainly impossible, but adding it as a change to the landscape...let's hope for it.

There are Klingon Carriers in Orbit above Qo'nos but if you don't have a Klingon toon you wouldn't get into Qo'nos' orbit either.
But assuming they put a carrier into *CORRECTION: PSI VELORUM*, you wouldn't have access to it without a Klingon char either, like Klingon players probabaly won't have a chance to fly to SB39
Well there is one in Gamma Orionis next to the Federation portion of Taskforce Omega (turn left when you come out of the gate).
So you have a chance to see one as soon as you get into Gamma Orionis, which I think is when you reach RA3.

Since that description states that the carrieris actually equipped with some kind of cloak (from the gameplay point of view it seems to be a very much out of combat cloaking device) it would certainly be possible to get that ship to its position undetected and then hold that position with a bunch of smaller ships as escorts.
