Not sure if this was posted somewhere here, but I was thinking and it worked. I wish I could take a pic of it, but I can't get it posted.
Using the 'complete all' function set up as many questions as you have in one row, and select the same UGC contact for each one.
COMPLETE ALL
talk to UGC contact | Talk to UGC contact | Talk to UCG contact
Question 1 | Question 2 | Question 3 |

Here is the cool part, under each of these I have done pop up dialog boxes to continue the discussion. As soon as that line of dialog is done, the mission box comes up allowing you to complete the other 2 questions. And pop up dialog boxes after those. Thus, the your toon can ask the questions in any order he/she wants and receive a dialog chain for each.
Now, for those highlighted questions that you need to ask to continue the mission that we can't do yet. Well, after the toon asks all three of the questions, (the progresses through the dialog) Make one more 'talk to UGC contact' and that will be your IMPORTANT question.

Are you talking about something like this? But using a Talk-to objective instead of interaction objectives linked to hidden detail-objects?

I did something like this with a debriefing given to the Memory Beta department heads in my final episode... it worked just fine... animations for each one were all slightly different as well....
