I'd say 1 torp up front, along with a mix of 3 DC, DHC, and DBB. How many of each depends how much time you like to spend in siege mode, how much its lower turn rate impacts you, and what powers you like to use. 2 to 3 turrets and 0 to 1 torps/mines in back.
For torp types, again, personal preference. Quantum or Tricobalt for all the usual reasons. Possibly Chroniton for the snare.
If you use the javelin, your stuff will probably be disruptor. If, on the other hand, you feel that firing the Javelin is a loss of DPS, you're free to save those points and go with any damage type you feel like.

Whatever you load up a Fleet Escort with. Or any Escort, really. You can look into more Dual Beams then usual, since you might want to spend more time in Siege Mode where you don't necessarily have the turn rate to use dual cannons effectively.
