Considering that the missions scale to the level of the player (once they meet the level requirements that is) I would say its not 'worth' it going straight to VA with 'the best stuff' to test out missions. Thats a bit cheating anyways because honestly, not everyone will have the best stuff or be maxed out either.

If you use say Cardassians, your published mission will not be available to tribble characters under level 31.
by that stage, there is a lot hat changes that the scaling just doesn't accurately work for. This is one of the reasons why I had so much trouble brining balance between allies and enemy forces in the second map of my mission. I literally adjusted that scene 17 times to make it work

currently the only way to do it is the long way- rank them up through adventuring on tribble as though your playing a holodeck character
