Sorry for being a late newbie to the Foundry. I only got time to test it out a few days ago and have this whole week off to test it, but every time I go to Edit Content I get a message that is something like "Waiting for the Editing Server to start up." I don't seem to get past that.
Is the Foundry up? Will it be up the rest of the year? Or am I doing this all wrong?

It's up. That message means the Foundry client is loading up on your PC (or loading up your project.) It used to display a progress bar in earlier iterations, but I guess they figured it either wasn't needed, or perhaps it affected the backened server load in some way.
Either way - the point is; it may take a couple of minutes for that message to dissapear (and your new project created/old project loaded.) In other words, it's up.
So, this is a silly question, but I've only been playing the game for a couple weeks - where IS the option to get into the Foundry? Is it in game somewhere or is it in the main screen where you select characters?
For now you'll have to sign up for the Tribble Test Server on the website, once you do that you can log on Tribble and then on the Character Select Screen there should be a tab on the top labeled Create Contact, you'll have to create a new character and then you should be good to go! Hope that helps.

I have a thread with three videos I made myself.
Your question is answered in the first video:
(=| How to get into the foundry and UI explanation |=)
the other videos will teach you how to create a mission (and the mission from the third tutorial video is available in-game on Tribble):
