Why is it that NPC's can only be placed at the y=0 position?

Why is it that NPC's can only be placed at the y=0 position?

I went and redesigned a new train scene for my second story. I was able to build an elevated train at a y position of about 55. I went to place my NPC's in the train to prep the story, and none of them can be placed higher or lower then the y=0 position.

Why have the y position available on NPC's if they can only be placed at the 0 position? :(

    Bug. At least that's what I heard, and I think that was from Zero in TTS.

    I searched the forum and did not find anything on the issue. I will give the thread some time to gather a response. Perhaps we can get a developer to respond. :)
