Currently there are 3 different places to advertise your newly created UGC content.

All very excellant sites and my special praise to the individuals responsible for creating the last two. However, they all suffer one problem. The will quickly become huge and overloaded with new content as more and more people find their way to the Foundry and then to these sites. This is the nature of large and open sites. They serve a good purpose and again I apllaud them.
My idea; however, is to remain small time and close nit. I would like to form a club of 10-15 people only. We would internally share our content and put priorities on testing said content. This will not be a fleet so you don't have to worry about joining yet another fleet. This will have no formal website. The setup and rules follow.
1) Target group size 10-15 (may change based on activity level and group willingness)
2) Atter group fills new members admitted only when an existing member chooses to leave or is removed (see later)
3) All communication to take place via private emails or STO mail service
4) I will create a dedicate email account for all inter group communications
5) Responsibilities: I will put no upper or lower limit on content creation. However, to remain active you must reveiw at least 3 missions per week or 12 for the month.
6) Failure to meet the review minimum for 3 consectutive months will result in your removal from the group.
7) Your email will be shared with everyone in the group so that they may notify us of new content.
8) However, for ease once a week I will send out an email with all of the new content created in the last week as well the reveiw status of existing content.
9) Thus if you wish you may simply send me your mission to be included in the weekly email; however, mass group email may get your mission tested faster.
10) From previous Dev posts 5 reveiws was the magic number to "go live" with a mission. That is my goal to get quality missions and meet the 5 review minimum (or whatever the devs set it at) so that our missions can get out to the wider public.

I am flexible on this. I just wanted a smaller group then any of the three sites mentioned int the OP are likely to provide.
I read your full post and find myself not understanding the reason behind your post or the intended goal.
P.S. I will happily play any missions you create, just hit me up in fleet chat when I am online.
Our fleet also has a dedicated global chat channel that you can join, which allows us to talk to our sister fleet (Star Trejk Xtreme) as well as KDF members or players who are on Tribble. Most other members have joined but you very rarely talk in the fleet so you probably don't know about it, although I did send out fleet wide mail when I created the chat channel over a month ago.
The chat channel can be used in much the same way as others are using new chat channels for Foundry (beta) testing, except ours is only for the FLX fleet.
Its really simple. A small group dedicated to testing each others missions. As I explained the current three sites are going to be flooded. Looking at Daren's thread the list is already long. Missions will not "go-live" until reviewed by at least 5 people. With an ever expanding list. Many missions may never see the light of day. This is a way to make sure missions you create make it. Its just that simple.
15-20 people creating and reviewing each others missions insuring the 5 minimum is met.
