The Romulan ship NPC swarm Romulan Squadron - Weak actually produces Klingon Bird of Prey's aligned to the Klingon faction.

    I've had this issue to.

    I was quite surprised to see this when I first loaded up the map.

    I had to replace each Actor with a different ship costume.

    Even if you do, however, they are will aligned to Klingon and will attack any other Romulans they're mixed in with.
