I'm wondering if we've heard anything about whether missions made on the Foundry tool-set will be able to have pass/fail options or multiple paths to completion?
As far as I know, which I'll admit is pretty limited and could be faulty, they won't have multiple missions paths for a while. At first release, it'll be as basic as basic gets in terms of missions. From what I've been reading, it sounds like you'll only get to stick your story into a scan 5 or kill 5 mission, but things are subject to change....hopefully.

What I've gleaned from the couple of podcast interviews I've listened to is that branching dialogue is not going to be available in the Foundry in the first release. The devs will consider adding new features over time.

I fully expect the Open Beta Foundry to not have multiple mission completion paths or optional interactions nor complex dialog trees. Hopefully these features will be added as the Foundry continues to grow.
As suggested by others, we won't have this functionality at first. However, it is very high on the list of things the team wants to add to the tool set.

So, does this mean we won't have class / race based interact options. If nothing else it would be nice if we could make missions where different races or classes have additional options in dialogue, even if they effect nothing.

As a rule of thumb, if it's not currently in STO, it probably won't be in the Foundry when it goes to Open Beta, but even If you've seen an STO mission do something cool, it still doesn't mean that feature will be present and usable in the Foundry when it goes to Open Beta.
