I'd like to create a mission in which your player char is trapped on the ground mission and has to negotiate/fight his way out, but at the same time, your ship in orbit is attacked by other ships and must defend herself. What I'd like to do is to somehow "dumb down" powers and abilities available for space combat, or at least to decrease their level/effectivness, to simulate the absence of the captain and senior staff.
Probably not. If there was a way to control pets (sort of like "eyes of the beast" in wow) then it may be possible but this game lacks that type of feature.
Well, the Tutorial for STO does lock out all the BO powers at first, no idea though if they would give us the means to do something like that during a mission with foundry.

Would that be possible?
That's a very clever idea. I'm starting to get flashes of the episode "Lower Decks"
The best way to do that would be to have someone do the ground mission and then do an "emergency" beam up (i.e. start the ship mission) with the ship already partially damaged and/or hindered. This, of course, is assuming we can alter the condition of the players ship going into a mission.
I have some story ideas that have you piloting different ships. It seems like it would be a simple matter of changing the ship "costume" and disabling one or more BO powers. Again, there's no way for those of us not in CB to know if any of that is possible. I hope that it is.

(you sometimes beamed down as your ship, or beamed out into space, funny really)
However, there is a fun klingon mission where you end up in a runabout... something like that might be fun
