4.) True... However, the bonus from the Efficient BOff's is very minor... Even with a full crew of Efficient BOff's (which would be 5 - 1 Commander, 1 Lt. Commander, 2 Lt.'s, 1 Ensign) and a Liberated Borg (+10 Efficiency skills), at best, a ship gains +7 power to a subsystem with its slider set to 25, and proportionally lower, as the slider is increased to 75 (at which point, no matter how many Efficiency skills a Captain and Crew possess, there is no further benefit). So, while it is true that Starfleet vessels can have 'slightly' higher power levels (particularly, of subsystems that are not allocated maximum power), the difference is negligible.
This is not to say that it is not a 'small' advantage, but I would venture to guess that the vast majority of Starfleet players have, at most, one or two Efficient BOff's (likely the Borg one, purchased from the C-Store, and a second, perhaps, gained through leveling).
Addendum: I am uncertain if this is the case for you, but I find that it is a common misconception among many players that the Efficient trait (whether on Saurians or Borg) adds flat 'bonus power' to a starship's subsystems, much like the "Efficient Impulse Engines Mk IV" provide.
This, however, is NOT the case... The Efficient Trait provides a +5 bonus to the Skills like: Auxiliary Systems Efficiency, Engine Efficiency, etc. This means that the small bonus that you can potentially receive from spending points in these skills can be slightly enhanced by having a BOff's or the Captain's Efficient Trait.
Again, you probably already are aware of this, but I hope that this can help to clear up some of the confusion that sometimes crops up amongst players, concerning the Efficient Trait and its tangible effects.

Hmmm... I may have to test this one on Tribble, although, my first inclination would be to say that the abilities that draw from the Efficiency Skills are capped at a certain point (at least, personal experience would 'seem' to indicate this)... It is an interesting question, however, and one that I will definitely need to explore!
To the OP - BigRedJedi has your bases covered with a great set of explaination/answers:
1) Yes, both Captain (+10) and BO (+5) Efficient Traits are all mutually stackable.
2) More specifically, Efficient Trait is only available on random Uncommon Saurians and the Amazon Pre-Order/C-Store BO. Common, Rare, or Very Rare Saurians and any other Race have (so far) not yet spawned with the Efficient Trait. Also, the KA STF Borg BO is not Efficient.

Yes, boosting the Efficiency skill via the Efficient Traits (Captain or BOs), does also improve Abilities that are based on the Efficiency Skills.
Edit: FYI - My primary character is not an E-Captain, but he does have three E-BOs (1x Amazon Borg, and 2x Uncommon Saurians).
Power Stats with all three E-BOs:
128/100, 72/50, 50/25, 55/25
Power Stats with two E-BO:
128/100, 72/50, 49/25, 54/25
Power Stats with one E-BO:
128/100, 71/50, 48/25, 53/25
Power Stats with no E-BOs:
128/100, 71/50, 47/25, 52/25
So you can see there is a difference, but it is minor.
I wasn't really referring to the power levels since I know those do more the shield heal/resist bonus from emergency power to shields which is boosted by speccing shield effiency on the tree.
I mean getting the efficent captain and bo's is a +35 which is approx a third increase in total points to emergency power to shields so if the heal/resistance on it isn't capped that could be a fairly significant boost, almost turns EPtS1 to EPtS2

EPtS1 - Shield Damage Reduction appears to be capped at 24%
EPtS2 - SDR appears to be capped at 32%
EPtS3 - SDR appears to be capped at 40%
Which, is slightly disappointing, but in-line with similar types of powers at equivalent levels.

Wrong.. One of my fleetmates have a rare Saurian with Efficient
Ill try and get one at some point.. We're not really online much at the same time.
I *have* seen it though, I remember, because its the first I saw, and prior to it, I thought they were on VRare Saurians only.
I honestly thought it was irrelevant, until you posted that...
"+1 shield, +3 engines, +3 aux" -> that's roughly half an efficient engine or the equivalent of 'a metric ton of skillpoints'?
Those are fixed values, not capped. The shield healing and power bonus should improve, however.
