NPCs talking to each other

Will it be possible to have NPCs hanging out, talking to one another when I'm around? For example, junior officers sitting around the card table in your ship's lounge bantering back and forth. Ideally, this would be done with those speech bubbles. Less ideally, with those small pop-up windows your BOFFs use. Least ideal would be regular pop-up windows.
