T'Ong Nebula: Mk II and Mk IV samples
D'kel Star Cluster: Mk IV and mk VI samples
Eridon Nebula: Mk VI and Mk VIII samples
Azlesa Expanse: Mk VIII and Mk X samples
Azlesa Expanse (Elite): Mk XI samples
Haven't been able to assess all fed nebulas yet (to be precise just have been in delta volanis).
Another thing that makes klingon data gathering a tad more difficult is that there are far more players allowed in each cluster before a new instance get opened, fed clusters don't allow more than five players in one instance while I've seen up to eighteen concurrent players in a klingon nebula (I assume that it allows up to 25 players in a klingon cluster same as 'normal' sectors).

I think we may need to take this to the main Star Trek Online forum and post a thread requesting the old sticky to be removed and a new one put up. I sent a PM to StormShade as well but it obviously had no more success than yours did.
The fact is we need an active player to have a stickied thread here because this forum doesn't get enough attention on its own. With someone capable of editing the main post more stuff can be added than will ever be stickied by the devs.
Anyway if you start a request thread, I will voice my support, as I am sure many others will.

Is there a guide to suggested away team BO powers organized by officer type? I've found a few ground combat guides but haven't run across any "a sci medic should have these abilities ___________, a tac BO works best with ___________"

Not sure if I understand the question correctly, but BOs can only have the powers related to their type. For instance, the game will not let you assign Torpedo, High Yield I to a Science BO. The STO Wiki might have a list of all the powers (at work now, so cannot really check), or ingame, you can go to the Bridge Officer Trainer for a complete list of skills that you can filter by officer type.
Also (unrelated to the question), added a new link to the Foundry section (list of Foundry Missions). Keep in mind that these are only accessible through Tribble right now.

I don't know how the updated Forum Rules will affect threads such as this and the ones listed here, particularly the rule about deleting threads that have not been posted to in thirty days or more. Thanks for the info. I take it to mean that you must update the OP and then you can make a post stating what was updated;
If you're keeping a "living thread" on the forums. This rule means that every 30 days you need to update that thread if no other conversation is happening on the subject. You can do this by simply updating the OP, and then creating a post that says, "I've updated the OP with the most recent information on this topic."
So pretty much what I did (updated a link and posted the update) seems to fall within the guidelines. Hopefully, all the associated threads will keep up to date as well.
Yeah, but what if the info hasn't changed? I mean, if someone had posted a guide to the weapon procs at launch, what is there to update?
If they have good info, it might be up to the community to keep the threads compliant by dropping a "good info" or something. This would have to be not in a "spammy" way, in other words, not the same person saying "good info" over and over if you know what I mean. Other than that, I don't know.
