Using Star Trek Characters in UGC Missions?

We all know there are issues with using characters from Star Trek in STO. There are currently only a few such as Worf, Leeta etc, because of licensing rights and all that legal stuff.

Can we create missions and use characters from Star trek in them. So can I make a character or contact within my missions that is called captain Picard, or Data or 7 of 9?

Does that break any rules or are these characters OK because they are not official. If I create a mission where you have to save Kira would the mission have to be removed because they don't have the rights to use Kira's or Nana Visitor's image?

    I smell the third illegal cousin of Worf and assumed dead twin half sister of Spock making appearances however :P

    I must admit im not hopeful but you never know. as its fan made maybe it just does not count or something.

    either way i think they would need to make it clear if that is a no no before everybody starts making missions with their favourite character.
