I think not having diplomacy in the klingon empire because it's "un-klingon" is a lazy man's reasoning and I'll tell you why.
We have in the empire a man that served under the federation's greatest diplomat...well maybe second greatest after spock.
In the television shows Worf was always learning to balance a rigid sense of honor with ethics and the thinking and cultures of other spiecies It was a very needed aspect of his character. Worf initially was a voiceless gruff violent character with no depth, slowly the writers explored his character and added layers creating a very compelling and enjoyable character.
When Worf was faced with those difficult choices he managed to do what was best for the empire, starfleet and his honor, and in his storylines defined much of the klingon lore we have through that character's eyes.
I think Klingon diplomacy missions could give us the same benefits.
Currently we are a one sided pew pew culture with no depth.
Diplomacy could be used to define our faction and highlight interesting stories internally and externally in how this Klingon empire is adjusting to it's new role in the quadrant.
A character like Worf would naturally recruit and teach new warriors the ideas and concepts he learned from starfleet, and many of the klingon diplomacy missions could be about how fragile the Kllingon diplomacy corps is, how hard it has to work to defend it's existence within the empire and how desperately it needs solid diplomatic victories that expand the empire, give it glory and honor, while keeping it from plunging into needless wars.
These elements would give the faction the same depth they gave Worf in the series, we need to flesh out the klingon experience and add to it's story in a way that engages our imaginations.
I have no desire to see the empire's fine generals dilute their energies away from the business of defeating Federation pigs by negotiating with weak species from alien worlds. This is a job for old men not warriors.
Seriously though, we already have a situation where the world is full of consuls without a consulate and admirals without a fleet - I really dont wish to see this ridiculous nosense propogated any further. The rewards from this relate to travel, and to be fairer to the Fed players they have a lot more space to cover.
Klingons do have diplomats, that much is cannon. It's just that they are more.......aggressive in their mediations.
But right now, until diplomacy is actually meaningful and actually have importance to a faction (IE. no exploration missions), then I think Klingons need to hold off on requesting they add diplomacy to the Empire.
Unfortunately while I like the idea of more Klingon PvE, I think there are ways to go about it that don't involve diplomacy. There are Klingon farmers, lawyers, diplomats, and artists. But none of those are Generals. The Generals are warriors. Leaders. Those who command vast ships of war and conquest. I think the Breen situation with the Deferi was handled well. It was starting out as a ceremonial thing, and branched into part aiding a race that respected the Empire, and part hunting down the vile Breen who took every opportunity to mock the Empire. That was good PvE.
Worf is highly decorated and highly respected and very listened to. But notice how he is -not- in the main hall. He is out in the courtyard. This is probably not due to disrespect, but still I believe it is partly due to the differentiation between his purpose, and the purpose of a Klingon Warrior such as the player character.
As I said though I love the idea of more PvE rather then just nebula grinding. The Fek'Ihri and Breen story chains, not to mention the cool stuff before the Fek'Ihri story chain (I love me some raiding of Federation bases!) weren't entirely pew-pew, and were highly entertaining.
Yeah I would have to say no to KDF Diplomacy too. I think what is needed is a system that can compare to the FDC, but is entirely unique to the KDF faction. What we need is unique play styles that draw peoples interest to the faction. A clone of the FDC with a Klingon dialogue twist isn't going to do that.
Klingon culture is very different from the Federation and I think the KDF faction should reflect this. What's the point in rolling a Klingon if a person can do the same thing with a fed toon?
If you want to be a klingon and use diplomacy there is a place for you. The federation ! Stop by the C-store and pick up a klingon playable character. This will serve the Empire in two ways. First another geneticaly weak Klingon will be removed from our ranks. Second another weak advisary will be joining the federation. As long as any fool can become a Klingon we will continue to suffer these posts. Our very Honor is at stake. Soon we will be nothing more than federation pawns. Our fallen brothers cry out in anguish as the Empire they have sacrificed everything for is corrupted from within. This is unacceptable and I would not have it so !
These weak Klingons must be purged from the Empire !

I think the KDF can have Diplomats and Diplomacy. Is it it not common to send an emissary to the "soon to be conquered" to negotiate for the terms of thier surrender, before any battles may begin?
