Had an idea to help with the Klingon grind, I haven't noticed it already being in game, so what do you all think of this;
More XP/SP per mission.
Since the Klingon faction has so few missions compared to the Feds, what if the Klingons got more XP per mission? Mind you this is a band-aid pending the release of actual content, but would help alleviate some of the grind.

We actually got an XP nerf about a week or two after beta because Fed players complained that Klingons were leveling too fast, so I'm not sure we'll ever see something like this, but I agree that it would ease up the grindy feeling if you didn't spend so long in one tier, but as you said it is a temporary solution.
Rather than making overall Xp better, I would incentivise Kling Vs Fed PvP for both sides, to try and keep the queues full. Specifically give them a reason to fight oneanother more.
To further that I would incentivise Kling Vs Kling PvP more also - try to give reasons for people to try out the unsused PvP types so more ppl can complete those missions and accolades.

True. We were moving faster towards the level cap than the the feds, so they put a stop to it. Still makes little sense to me given the low amount of content.
