How can I get to play Klingon?

I just bought the deluxe game version earlier today but it still will not let me start a Klingon character.

Do I have to have a federation character up to a certain level before I can play Klingon?

    You have to get a Federation character up to Lieutenant Six to make a Klingon (which is then unlocked forever).
    Don't worry, Lieutenant Six is easy to accomplish within just a couple hours and the PVE content gets you to Lieutenant 6 mighty easily.

    Yea get fed toon up to level 4 or 5, do the quest Stop the signal

    And you can do the quest before 6, just have to do the stop the signal quest,

    I had heard somewhere they made it so stop the signal doesn't unlock Klingons anymore, but I guess it was misinformation :)

    yea after you get to a certian level regardless of mission, no idea what levelthat is though, i unlocked klink about a day after retail

    Reach level 6 ingame to unlock Klingon play, I believe.
