One, get rid of the name "Fleets". Change the name to House. Let the Klingons form houses instead of fleets.
Allow them to collect "Honor" for their house. As the players of a house do daily missions they get "Honor points" for the house.
Create a ranking system for Klingon houses based on said honor points. The ranking system then gives titles that as long as a member is a member of a house he can use that title. The top title can be Seat on the High Council.
Granted it won't solve any content issues but it will give the Klingon players a little more immersion.
I think they should develop the Targ Pups to give a buff when called, and make them the KDF version of Tribbles, right down to breeding them, though perhaps they only eat Klink themed food.

I think that the breeding is a great idea. Rather than have the Targs give buffs, have them spawn an NPC targ to fight by your side like the Targ Handler NPC. Would be a fun mini game.

A tweak to war zones. Make them much more open PVP areas.
The Assault on the Romulan medical Base would definitely make more sense in a Klingon Context and in Sh1ngara's thread I suggest an idea for a DS9 analogue for the Klingons, so it could definitely work with a little preparation.

Crafting... Klingons deserve a crafting mechanic... however, I don't like the idea of klingons zipping around and scanning gaseous anomalies... while I'm sure that there's some honourless scientists out there that do this I think that the klingon crafting mechanic should be somewhat different.
Klingons gain their crafting components by doing what they do best... Killing and destroying stuff By destroying their enemies they gain crafting components to put towards their own crafting system. This could even be taken further by giving Klingons the option of breaking down standard loot items for a small amount of components. This crafting mechanic would make klingons a little more unique when compared to the Federation.

I would really like if there was more to do with the different houses. I think a mix of diplomacy and crafting system could work well for that.
Klingon Diplomacy is not Federation Diplomacy. It does involve combat. But it can also involve non-combat stuff. It should be about making allies and finding new resources for the Empire. Both gives Honor - and power and influence - to your house.
Missions might give you options of either fighting enemy leaders (or their defenders), or making a good deal with them (maybe requiring to learn something about their species first so you know what you need.) It could also involve spying (though that sounds more like Romulan "Diplomacy"). It should definitely include some "looting" options - disabling ships and taking what they got aboard (or even the ship themselves.)
The more honor you gain your house, the more power you have to requisition support. Requisitoning Support is nothing else but crafting for Klingons. You cash in some of your influence/honor and get a item. The higher your standing in a house, the more powerful the items you can acquire.
The lower branches of the "crafting tree" might be available to you just based on your personal standing within the empire. But higher tier elements (either actually higher Marks, or maybe better rarity grades) might be limited based on which house you are in good standing - and some houses are mutually exclusive.
If necessary, one might want to create an equivalent to anomalies for Klingons - raw materials perhaps.
Examples: Biomemetic Gel, Duranium, Tritanium, Dilithium, Trilithium, Tri-Cobalt, Transparent Aluminium, Antimatter, Protomatter, Bioneural Gelpacks, Troop Requisitions, Ship Requisitions. Alternatively, regular trade goods could be used (not sure if that's a good idea since they can be replicated. But then, that's expensive and you might earn a lot more then usual in these "diplomacy" missions.)
Federation get a Klingon Bridge Officer for their Diplomacy efforts. I suggest that Klingons get a looted ship for their efforts. Once you reach the highest rank, you are sent on a special mission to capture an enemy ship. (My standard assumption would be that it will be Federation, but it might also be a ship from another race - Breen, Ferengi, Deferi, Scodian or so - which would also require it giving them reasonable ranks. I suggest to just use the stats of the most fitting Federation ship in each case.) and you will then engage it (requiring difficult space and ground combats.)
