Klingons were suposed to be the "PvP" faction, at launch people knew this and many chose it because of this reason. Play off it dont fight it. Most wanted a war not PvE that would go stale after a week and take months to create. If you dont want the Klingon resubs then continue the course you are on now and listen to the "Fed-ons" that are left. If you want any chance to get the Klingons back into the game give us a WAR!!!
I suggest creating a "Neutral" zone where factions can fight each other for various control points. It could work something like this.
You could fly into the neutral zone and it would open you up for PvP (so its completely voluntary). You could then go into a planetary zone and fight for space supremacy, then control of a space station or stations (you can seize control of it or majority of them by boarding them and taking them over). You can then Beam to the surface and begin taking over planetary bases. Allow fleets to be able to take control of these stations and bases and its their responsibility to build up the defenses and protect them.
This wouldn't have to be pretty it is a war zone after all. This would allow the player base years of content for the same developer investment the players go thru in a matter of days. You made a PvP faction now give us the war you promised, and watch the Klingon re-subs come in.
I agree with this, I dont even have a Klingon toon but all the hard work put in by devs to bring 8 new missions or whatever will keep players busy for what.... 8 days and sadly most wont even read the script. A pvp warzone would offer dynamic content keeping players busy for months even years. It would also bolster the ranks of fleet participation.
I don't want to dismiss the work you have done, and I appreciate the additions and still love this game, but true war zones would bring more to this game than a few new missions.
That all being said, I think the refit ships will offer more variety and playstyles which is a great thing for this game.
There was talk of a Fall release of some info regarding the war. Its not necessarily a release of content, but a supposedly the initial plan for building it.
None the less, there has been a change of command, so this may have been scraped...but even if it hasnt, we need to voice our desires in order to help keep this content request visible and relevant.
Lastly, are continued input may be able influence its development.

Like it or not, in my MMO experiece, more people like PvE than PvP and Klingons could do with the numbers if such a zone existed. And why would Klingons want more Fed players??? Thats the reason we get new outfits instead of anything meaningfull!!! Klingons had a nice population at launch and most of those left because all we had was a few decent PvP maps to choose from. If they had a decent PvP system alot of those KLINGONS will return...

Look at the many (many) fix Klingon threads through this forum - PvP was but a small part of the overall broken whole that needed (or needs) work.
None of this detracts from a welcome desire for more & better PvP - but if you go around throwing around names at anyone who disagrees with you just because they'd actually like an immersive Klingon PvE experience as well as excellent PvP (you know, like the Federation gets but better written), well, it's not going to help your cause.
So, in summary, yes this would be great. Your somewhat ranting approach leaves a lot to be desired.

Most of the Klingons who left 30 days after launch said it was PvP system in place is why (and thats when we had a decent population).
With the Dev time it took to create the 8 missions they should have been able to come up with a decent PvP system. Give us something that will last for years before you design something that can be done in hours (or all they will ever get done is trying to play catchup). And the funny part is it that it would benefit both factions not one or the other.

Worse still, there is no content to amuse yourself whilst you wait in the queue. Oh of course you can go and fight the federation spies or whatever, but the chances you are sitting on a respawn timer when your arena PvP comes up are very low. The whole thing is terrible for Klingons and involes staggering amounts of waiting around.

You could tie the war into PvE as well. Planet conquest missions, etc.. both PvE and PvP. The Klingons need a better imagination of what is possible from Cryptic if gameplay will get better.
Functionally, PvE is only useful if it is fun and helps with the grind. We don't need a story told to us like Feds, we need a way to create a story for our character. I want Klingon opera's written by me about me, not some NPC person some guy in a Cryptic cubicle came up with.

Planetary Invasions -- Space attacks that proceed into ground invasion. Destroy the defending ships and defenses and then attack the command and control areas on the ground.
Outpost Raids -- Raid missions to destroy or capture critical supplies or supply lines. Destroy listen posts, observation posts, supply depots.
Starbase Attacks -- Destroying or Capturing strategically valuable locales. Small team defends a SB against a larger team.
Large Fleet Confrontations -- Sprawling battle lines with many ships (maybe edge of map has ships trailing into the distance as back ground with your 15v15 being one part of the giant line?)
War room mini game (planning the war, maybe chess like game or risk like computer simulation to forecast the outcome of the war and your plans) Maybe a one time use buff due to good planning as a reward, like a ship device. "Computer! Execute [insert capt.] 17"
You could tie the war into PvE as well. Planet conquest missions, etc.. both PvE and PvP. The Klingons need a better imagination of what is possible from Cryptic if gameplay will get better.

I have no problem with people who want to PvP, and I have PVP'd myself, but I actually enjoy PvE a lot too, and especially with the waning number of active Klingon-faction players, PvE is sometimes all there is to do. I am glad Cryptic has been adding Klingon PvE as of Season 2 and encourage them to continue in that direction. Clearly, PvP has not taken off / worked out so well for Klingons, as the only thing for them really to do. I think they should continue to work on both PvE *and* PvP aspects of the Klingon faction (and Federation too, and all other factions down the road). One size does not fit all. Some are die hard PvP only, others are die hard PvE only, and a lot of people like to "mix it up" and do some of each of those. They have to appeal to the broadest base of players to make sure everyone has something to do that they enjoy. Plus, for months, Klingon faction players complained about the lack of PvE and of only having PvP to do. So now that Cryptic has started to deliver on that, people shouldn't complain about it. They were asked to add PvE, so they are doing so.
It would be nice if a neutral zone could work PvP just like SFC3 did 5+ years ago. SRSLY.
It would need some changes to make it worth renewing my membership for:
1. LOS rules
2. Real-time battles with the numbers on each side being decided by how many people are actually there instead of waiting forever for 5v5.
3. While we are at it, having different ranges for different weapons modified by the skill of the crew.
