Klingon Fleet Actions

So today me and a friend tried to do the Federation Minefield Fleet Action. First off, no matter what we did we could not seem to get into the same Fleet Action instance even though neither one we entered seperately was full. Secondly, where the heck is the questgiver for the Fleet Actions? I know I got quests to do them when playing on Tribble, but I searched all over Qo'nos and Ganalda and only found the regulars (for that matter, didn't find the Deep Space Exploration guy other than on my communicator).

So I guess what I am asking is are other people having issues when teamed getting into the same Fleet Action? Was this possibly a side effect of the issues going on with PVP today? And can anyone tell me where to go/or how to get the contact to come up for the Fleet Actions?

Of note, no I didn't submit a bug report because I could not confirm if it indeed was a bug. Second, I am LTC 5 which should be of high enough level if infact the Fleet Actions have the same level requirment they did on the Fed side (which was LTC 0 for minefield I believe).

Any help would be much appreciated, thanks.

New fleet action queue and large group interface should fix a few of these issues.

Different tier? Scaling doesn't work for Fleet Actions iirc.
