1) Are Klingons able to wear the Klingon robe? ( For your Character)
2) If not will we ever be able to get it.( Same with the feds Admiral Uniform.)
3) And when will klingons be able to see their Bridge Officers on their bridge.
4) Last, Will ground PvE be avilable for Klingons and if it is will it be a "Exploration" mission like the feds have or will it be more like a Kill every thing that moves type of mission.

1.) No
2.) Nobody knows
3.) Nobody knows, but maybe sooner than 2
4.) Ground PvP comes with the first big update. (exploration missions) At least we saw some video footage about it. But I don't know if the exploration mission is simply "kill everything that moves" yet.
EDIT: Ground PvE is currently in with the raidisodes STF Infected. But without BOs. In the exploration content you should see your BOs
Thanks very much. Maybe in the future we will be able to have robes and such.
The game models seem to require segmentation at the waist. There have been dev responses about the NPC clothing on Qo'nos and the mini-skirt in the TOS costumes talking about the technical limitations. NPCs can wear a lot of costumes that players can't, because players aren't restricted to just a few animations like NPCs are. We twist and bend at the waist a lot more or something, which would horribly break those costumes if they were just transferred over to players.

I would not mind, it would still look awesome. Who does it hurt?

When they said the costumes horribly break, they implied it was severe. Severe could mean polygons spiking out of your character, holes and tears appearing that let you see through your character, or worse.
IIRC, they intend to try to work what they can into the player costume system they have, but it takes time which means the proper artist has to either have nothing to do, or it needs to be a priority that gets scheduled in somewhere.
The character/costume artists are working very hard and seem like nice people in their posts, so don't get too mad at them.

I bet this will be classic CrypticPoints items (pay for them). Or special event-goodies. But they will come, yeah
