Mark of Honor Mission start?

Well I did a search and I cant find this info and I"m drowning in Quests and NPC's so if anyone can post where this daily starts on the forum for the federation side it would be greatly appreciated. I know I had a hard time finding the info on the klingon side and it turned out I was bugged


.............so before I bang my head against a wall for this guy if anyone can share how to get this to work that would be much appreciated
