    I search for it on the exchange every day (sometimes several times a day) and never found one. Also nobody in my fleet got one.

    That's why I rolled a FED toon, which can buy a dozen from the exchange, plus Attack Pattern Beta III bos too and can actually increase all attack patterns over escort skills. On the FED side you sometimes find a bo with target shields III for 200k, normally for 500k
