No more quests to do

I've run out of quests, I believe. I finished the ones at SB 01, SB 39, the one where you fight Zelle in shapeshifter form, and that's it? All I've got are repeatables.

I'm Lt. Cmdr 6, where else can I go??

    Get another level or two, then the quests start up again. Grind.
