Anomalies found in cluster generated missions do not scale

I noticed that despited doing different cluster or the nebula misions in Romulan space, I seem to only get red quality samples both in space and ground. I would have thought this scales with your level but I have this feeling that this is actually an oversight?
Please make anomalies update since red samples hardly worth my time at higher levels since they can not be exchanged for anyhting useful (and if you need any you could always visit the appropriate cluster and get some).

Systems in normal space and the anomalies inside the clusters themselves all scale properly. So you can just fly around the nebulas and farm what you need without entering any unknown systems, but definitely it needs to be fixed.
