Starbase 39 borked?

Anyone else having an issue with beaming down to Starbase 39? I've literally landed on it and never got the window I was close enough to beam down.

    BTW this was for the "Heading Out" mission from Admiral Quinn. After several attempts of moving to different sectors, completing different missions, etc., I still could not "beam down" to SB 39.

    So while right above the Starbase, I dropped the mission. Presto chango, the option to Beam Down immediately appeared. :/

    Picked up the mission again, this time when I arrived at Sierra system I noticed two choices: 'Continue... Heading Out' and 'Enter Sierra System'. The first did the trick.

    If the choice was there the first time I didn't notice because I was trying to avoid getting sucked into an engagement.
