Game Server Connection Failed

Is this the "new" servers? In the past I recall having the red text at the top for "the server connection failed" but it always recovered.
Now its looping. Server connection failed and dropped to login screen. It takes 3-4 tries to finally get the other server to load the assigned instance. Normally this is irritating but doable. Now with login queues that we get hit with all because Cryptics servers failed load an instance?
Being already logged in to STO, why drop user connections because of a failed hand off to the instance servers? Since they already have a valid login users should be brought back to where they initiated the instance at the very least.
