player skils and BO skills

feel free to flame for asking what might be an obvious question

whats the difference between these 2? ill give an example

I have skill points I can spend on my player for starship shield maintenance which affects for example emergency power to shields

My engineer BO has skill points which I can spend on 'emergency power to shields'

Do they both stack to make emergency power to shields stronger? which is better? what exactly is changing when you skill up with regards to the skill?

    BOff skill points generally only reduce the cooldown between ability uses. Captain's skill points increase the actual stats on the BOff abilities but have no impact on the BOff cooldown times.
