+31 NPCs in DSE? WTF?!

Today, while doing a Deep Space Encounter, all the NPCs suddenly changed to +31 for me. They killed everyone in the group multiple times before I eventually warped out. I'm not sure if this is a bug or what I did wrong. Let me know if you think I should post this in the Bugs forum.

I caught this screenshot (sorry for the poor shot but you can still see the rank on the ship).

    Sounds like an admiral entered the DSE instance...

    I didn't know that DSEs scaled to the people in the instance. I thought the NPCs just had a static level.
