Lt. BO skills?

I am currently a Lt. Cmdr tactical captain. I've promoted my engineer and science officers to Lt. They have engineering team2 and jam sensors2 as their respective Lt. skills. The problem is their skills are not showing up (I have some points in the skills). What is the problem?

Someone stated that a tier 2 escort can not support those skills. Will the skills work when I become a higher rank or how does this work?

Is there someplace on the forums that explains this? Very confused.

    If you go to the shipyard and access the starship databases you can see the rank of the console that your officer can operate. Only skills that are the same rank or lower then that console can be used. As an escort captain you get Lt. slots for science and engineering on your Heavy Escort
