Communicating with the sector?

I'm wondering if there's a way to communicate via some chat channel with an entire Sector. For instance, I'm in the Pico System and desperately need some help. I'd like to broadcast a sector-wide message like, "This is the U.S.S. Minneapolis...need assistance in the Pico System...please respond...." It seems once we're in a system, we're restricted to chat within that system.

Is there a way to put out a distress call that people will actually hear?
