More Buttons

Ok, I tried searching for this on the forum, but I haven't had any luck, so here goes:

I want more buttons in space. The 10 action buttons and the bridge officer buttons are just not enough. When I go into 'rearrange HUD', there's a green box that says "Large Personal Toolbar." When you leave the HUD rearrangement, it's invisible.
1. Is this another toolbar I can add buttons to?
1.a. If yes, How do I turn it on/add buttons to it?
1.b. If no, How do I get more buttons shown? I can hot key functions, but my memory is a bit fuzzy during pvp when i am trying to activate an ability i never use in PVE.

    There's a button on the top right of your hotbar. It looks like a stack of three cards. Pressing it lets you select a 1, 2, or 3 hotbar layout.

    Have you tried pushing your HUD display in NSEW directions, so that you have to click all over your screen... it helps focus my ADHD...
