trying to track down mark III items

I'm trying to find out where i can use energy credits to buy mark III items.
I can get mark I and II at earth space dock but i need exploration second order to get mark III.

please advice

    Alpha Centauri Sector, Sierra System, Starbase 39 has Mark III items for sale with Energy Credits.
