Problems with fleet bank rank settings

I'm not sure if anyone else is having this issue, but today we found out that no matter the settings on a tab anyone, regardless of rank, can withdraw all the fleet credits. I tried different low values for various ranks, but with the same result.

    Tried to test our some other settings, but there doesn't seem to be a way to stop anyone from being able to withdraw credits.
