Are there only so many models? (not a BSG post)

I'm looking for a betazoid or trill female engineering officer, but I can't find one at any of the bridge officer vendors. In fact is seems like they are all the same at every one.

Are there only so many out there?

    There are some race/gender/department combinations that for whatever reason are just not sold by the vendor.

    I finally got one off the exchange (was labeled "Trill Engineer", which is a crapshoot - you can't see gender and the first two I bought ended up being male). Presumably it was one someone was given as a random assignment from leveling up.
