Feds starting at 10th level?

Once you have leveled from 1-10 and unlock klingon gameplay, do your new feds also start at 10th?

    I thought you only needed to level to L6 to open up Klingons. Also, all your characters start at level 1.

    Its completing a quest that can be obtained at lvl 4 OR getting to lvl 6.

    For some reason, they don't even let you start off at LT1 when you make secondary characters as a Fed. I'd probably be more inclined to make alts if I didn't have to start off all the way back at the tutorial every time.

    Well... I lied. If I got to start off at LT 5, I'd be more likely to make alts. I really don't like the grind from LT to LTC.
