Cannon weapons equipable by everyone?

I just found my first cannon based phaser. I don't have an escort class ship but i can still equip it. is this a change from beta and can everyone now equip them?

if so then what does the escort class get for dps or what did they change from beta that the escort now gets instead of cannons only trait?

note: reading from the ship descriptions, it seems only the starter ships can equip low level cannons, escort are still the only ones after lt rank that can equip cannons. let me know if this is what everyone else found

    The low lvl weapons are equip-able by everyone. You'll notice as you get to Mk III and above the cannons have ship classifications.

    They are not restricted to Escorts until Tier 2 ships levels or higher.

    The Light Cruiser can fit cannons and I think mk2 cannons don't have a ship requirement, if it's mark 3 cannons you've got not an escort then hmm.
