Unable to set access levels for each rank. When changes were made to one rank it changed all rank settings the same.

    Actually, this is a display issue only. When you want to make changes to a different rank, you need to select the rank, click on a different tab (e.g., Fleet Uniforms), go back to Fleet Settings, and then you will see the new rank's settings will be displaying correctly.

    You will have to do this for each rank you want to change.

    This is a display bug, so bug report it. And this is the workaround for it.
