Relaunch and repair trait question

I'm a little confused by this one.

Every time I launch a pet I get -5% recharge time on Captain abilities and +25% health regeneration.

Are these permanent after each launch? Do they have have cooldoen? If I have all my pets out, I can't launch any more so is the trait then useless until I lose a pet?

Do these abilities stack?

I realise it's not a great trait, but it does fit my carrier theme.

    The Captain recharge is an instant time reduction. Every launch removes time from your Captain skill recharge timers. The hangar pet regen only lasts a little time. The only cooldown is your hangar recharge time. It still happens even if all your pets are deployed. The health regen doesn't stack but refreshes.

    The health regen is kind of useless, but if you have two hangar bays on a ship with Quick Deployment, and couple of hangar speed reduction Flight Deck Officers spamming your launches, you can pretty much keep your captain skills on minimum cooldown. If you have the Command Frequency Trait you can summon a battleship every 2 minutes or so. Combined with the Improved Starship Trait reward from a Temporal agent, and if you have the Flagship Distress Frequency Transponder you can summon 3 ships every 2 minutes or so.
