Like many TFO's this one requires a bit of attention to detail. Here's a few tips to make things go smoothly..
This map is all about threat and aggro, in order to make things follow you.
The skeletons can only be damaged when they're in a circle of light. The lights have to be turned on in order for this to work.
Combat pets don't help things on this map and make the TFO take longer.
"Immune" floaters above the target you're shooting at probably mean that no damage is being done. Try a different approach.
Choose (and use) kit abilities with care. Abilities that can't be carefully directed shouldn't be used. Consider the Gravity Pull device, Anchor of Grethor, or Molor's Sword (things that can pull or gather).

these are all good advice, especially the ones about the skellies and the final boss, while it might fall under "less is more", while yes immunity isn't true immunity IIRC (seem to remember from one the Ten Forward streams that is really just really extreme resist and can be overwhelmed), though to exploit that you'd need level of DPS that is simply not obtainable for players so for practical purposes "immune" is just that and shooting at immune mob is pointless.
EDIT:Also don't assume "other will do it" for the final boss the ability to make the boss take damage is given to random players if everyone assume "others will do it" no-one is doing it and the boss is not being killed.
Fun fact about the final boss fight: You can use the Triolic Pattern Enhancer from the Spectres quest line next to the lever locations when the boss is invincible if the randomly chosen teammate ignores their duty. It does have a 10 minute cooldown, so use with discretion.

But if you are just trying to get credit for the event it's MUCH quicker to just play the Witch patrol. This year you only have to play it once to get your daily credit unlike in past years where you had to run it twice. You do receive fewer marks however.

First phase of the TFO:
The very first room you spawn in has four cats that you can't miss as you progress:
One at the left door.
One at the center door after you save Livia and get the candle for the pedestal.
One at the right door after placing the candle.
Another one at the center door after you save Holuk and get the book for the pedestal.
In the room with the six jail cells full of skeletons, there is a cat in the northeast cell, along with a candle.
In the next room, which has a threshold covered with a spider web, go through the web and to the dead end to find a cat by the lit candle.
After placing the candle on the pedestal and going through the right door, walk straight ahead to the spooky cat eyes wall dead end for another cat. Due to the candle and door, this will give you three cats in rapid succession.
Second phase of the TFO, after the witches teleport you:
One in the spider chamber, straight across from the entrance at the dead end door.
One in the cauldron chamber, at the far east dead end.
One in front of the witch boss chamber door, can't miss it as you progress.
Two in the witch boss chamber, at the far ends of the each side platform.
One in the final boss chamber; go up the stairs and run to the center overlooking the arena.
To get all 13 cats, both the spider and cauldron rooms must be completed. You can't get all 13 if:
You solo the TFO.
You only take two people and one gets the library room.
Any size of team if anyone doesn't complete the spider or cauldron rooms before teleporting out after you save Holuk.
Gathering all of the 13 black cats will reward you with additional reputation marks.

Ya agreed @baucoin, superior walkthrough. I didnt know where all the cats were, and near impossible to hunt for when the whole team is rushing through it. Well any tfo seems to be mad rush these days. I like side objectives.

I've been doing the solo alternatives this year and it has given me a chance to explore and examine all of the fine details of the map. It s a very well done map with many fine details, even the resolution on open books is clearly seen. details and more details everywhere.

The Romulan reputation has exactly what your need.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

I switched to just doing the patrol, due to people not even bothering to read the instructions, and refusing to listen to advice/not opening chat.
It's a shame as its nice to have an event to share with people, but how some pugs can stand there for 5 minutes doing zero damage whilst I patiently explain over and over again you need to stand in candle light and let the skellys come to you, is beyond me.

I think it is like the TFO as it is random choice.

An interesting tid bit to throw in for those with the Chains Of Grethor from the Winter Event.
Wait till the skeleton enters the candles influence then activate, If you do it right you will get a group of them you can then kill quite easily.
