Vovin Obelisk Carrier inspiration mechanic missing?

Hey everyone,
Don't worry, I'll put this in the bug forum too, but didn't the Vovin Carrier release as a full Command ship with the Inspiration mechanic?
Mine appears to have lost it's Inspiration abilities. I still have a full commander Command seat, but Inspiration is missing.
Has anyone else noticed this, and do we know if there's a fix?

Don't let them promote you. Don't let them transfer you. Don't let them do anything that takes you off the bridge of that ship, because while you're there... you can make a difference.
