it's in promotions tab, but it says i already claimed it despite me just logging in after the update, so i guess it's automatic. it's parts for the miranda, called centaur refit, but any time i select it it goes back to default miranda a second later.

No, it's not, but this isn't the first time it's been on giveaway so you likely claimed it last year when the game first released.

The promo from Resurgence's side involves getting a T6 Miranda for STO for free via a FED starter pack if you buy their game, which is currently $20 (ie. cost of that starter pack and 33.3% less than a regular T6 ship). See. their side of this cross promotion. Cryptic giving a T6 Miranda away in STO to undercut Resurgence (no impetus to support their game, here you go!) would be a rather unkind move.
Besides, we're talking about a FED ship with 3 variants available in the regular c-store, which you can earn for free using 1) the dilithium exchange (the backlog not mattering that much for long term zen earning); 2) the event campaign; 3) the occasional big event T6 ship coupon giveaway; and 4) money, and at the agreeable scale of ship buys to boot (especially through the FED starter bundle). You could even resort to a single bare character-unlocked fleet Miranda variant (sans c-store unlock) using free fleet ship modules from achieving Tier 6 reputations or bought on the exchange using EC if you have an abundance of that. It's not a terribly effective way to go, but if you just want an end-game ready Resolute on one character, it's an option.
Eg. there's really not much to complain about here. You don't even need Resurgence to get the Resolute (unlike Star Trek Infinite's promo). Don't have a Miranda yet? You can get one soon, to your build preference (Bozeman and Clarke are great ships) and to your preferred level of investment, with one option including the game the Resolute comes from.
