What about Omega Trace?

Can you still get Omega Trace in game? Or is it not available anymore? And the R&D section to make slivers serve no purpose

    You can get Omega Traces only during the Anniversary Event. When it is not in operation, you can still do R&D if you still have some of those traces available. If not then you won't be able to do it until the Anniversary Event comes around again.

    i'm guessing anniversary indicates "once a year" type thing?

    Yes every Late January to mid February (but usually February sometime)
