I think it is/was meant as a kind of drain for Fleet Credits; and while that would work if it would be used I hardly belive it is since even if the embassy is not maxed, the reward is underwhelmingly useless.
To be useful, thematically fitting and still have it work as a drain I'd suggest adding something like:
250 Diplomatic Duty Officer Commendation XP per mission / 1 Week
250 Recruitment Duty Officer Commendation XP per mission / 1 Week
or
1000 Diplomatic Duty Officer Commendation XP per mission per day / 1 Week
1000 Recruitment Duty Officer Commendation XP per mission per day / 1 Week
kinda have it a bit inspired from the spire weekly projects.
Something along the lines of that. Makes it useful for everyone and their alts trying to get the commendation up (espectially since recruitment can be a bit of a pain) but nothing that threws in any unbalance IMO.
