Upgrading after lever XV seems backward

I'm running Fed, level 65 on PC. When I upgrade items up to Level XV, the next upgrade is for rarity, but the DPS seems to get less. Is there a point to continuing to upgrade for better rarity if it means a loss of DPS?

    It shouldn't be an actual DPS loss. Seems like a display error from it not knowing any of the mods in the upgrade item preview, including the [dmg] already on the items shown. Do note that only [dmg] will show on that display for raising the damage/DPS listed, other mods should help in actual use, but you'd have to run a parser or time specific runs to figure out how much.
